Statewide Independent LivingAll Goals and Objectives in Attachment 1 have been developed to provide specific, objective criteria or measures of achievement. Goals and Objectives have been assigned to the SILC committees who are responsible for on-going monitoring, evaluation, and reporting to the SILC on progress in accomplishing the objectives.
SILC’s Executive committee will meet monthly to review the SILC’s progress, to identify any needed SPIL amendments, and to formally establish any additional criteria for successful completion of the SPIL. The SILC will evaluate the effectiveness of the expenditure of Title VII, Part B funds in meeting each of the priorities outlined in the SPIL. The SILC will establish spending, monitoring, and reporting policies and procedures for all funds included in its resource plan. An annual evaluation will be conduced to assess the SILC's compliance with Section 705 of the Act, and its organizational capacity to complete its duties.
Forums and surveys will be used to obtain direct input from individuals with significant disabilities, in all activities aimed at development of a statewide network of CILs. These activities, forums, and surveys will include measures of the following:
Levels of input and involvement of persons with significant disabilities, particularly those identified as unserved or underserved including minority populations, shall be a primary criteria in determining the successful implementation of all these activities.
The SILC has identified funds in its budget in the resource plan for an independent audit of funds in the resource plan, and for external evaluation activities related to implementation of the SPIL, to augment SILC's internal monitoring and evaluation processes.
As monitoring entity for CILs receiving funds that are administered by the DSU, the DSU will conduct compliance reviews of the CILs consistent with the regulations for Title VII of the Rehabilitation Act as amended, section 366-38(B) which states that periodic reviews of the CILs must include annual on-site compliance reviews of at least 15% of the CILs in that state in each year. The compliance review tool which will be utilized is based on the on-site compliance review guide established by the Rehabilitation Services Administration (RSA) consistent with the standards, indicators and assurances contained in the Rehabilitation Act as amended. Coordination of the evaluations of Title VII, Part C funded CILs through RSA and other funds through the DSU shall be examined by the DSU.
